International Energy Agency (IEA) puts forward suggestions on China's natural gas marketization reform

Recently, the International Energy Agency (IEA) released a report in Beijing entitled "natural gas marketization reform - key points of international experience and Enlightenment for China" (hereinafter referred to as the "report"). Several international energy organizations sent representatives to attend the conference and expressed their views, and put forward corresponding suggestions on China's natural gas market-oriented reform.
The IEA hopes to provide regulators with more experience
Referring to the origin of the report, the director general of the International Energy Agency, Fatih Birol, said: "in 2017, I was very honored to visit Beijing and met with Vice Premier Zhang Gaoli of the State Council of China. Vice Premier Zhang Gaoli asked the IEA to cooperate with relevant Chinese institutions to provide some international experience for the reform of natural gas marketization. I think it is a wise and timely decision. In the context of China's growing demand for natural gas, it must be supported and fully prepared. "
"What the IEA does is to collect experiences from different countries and present some of the best and best practices we have learned in the report." "I hope that our report can provide a basis for the work of the NDRC, a reference for regulators and decision support for other departments," Fatih Birol said. Let the Chinese people, the Chinese government and China's economy benefit. Because China's size is very large, China's economic size and energy system are very large. If China makes the right decision, it will not only affect China, but also the world, which will benefit the whole world. "
China's natural gas market reform faces challenges
Yang Lei, a senior adviser to the director general of the International Energy Agency, said that one point highlighted in the report was market design. "We realize that if there is no good market design, we may not be able to achieve the goal of policy design by establishing independent pipe networks or separating competition mitigation and monopoly links."
Speaking of future challenges, Liang Meibao, President of China natural gas marketing of ExxonMobil, said: "first, we must adhere to the path of reform. Any reform is certainly not smooth sailing, and there will be many problems in the process. The government must play a key role in the process of reform. The promotion of policies and the persistence of policies are very important. It is not allowed to put down the pace after encountering problems. Second, regulation is very important. For example, there are almost 1500 regulators in the United States. There are hundreds of people in each of the six largest natural gas markets in Europe, not only energy experts, but also legal experts, financial experts and financial experts
It is understood that the release conference of the report was hosted by IEA, hosted by China energy network and energy link, supported by ExxonMobil and petroleum industry press. Ms. Dong Wen, deputy inspector of the Department of restructuring of the national development and Reform Commission, and Fatih Birol, director general of the International Energy Agency, attended and addressed the conference.
